Yes, the 24C512 does need to be programmed.  The good news is that it can be programmed in-situ on the board using the serial port.  

Assuming you are using the RomWBW firmware on your Zeta board, then just refer to the instructions in the "Propeller ROM" section of the ParPortProp documentation file here: http://n8vem-sbc.pbworks.com/w/page/52472959/ParPortProp

A pre-built copy of the firmware is found in the "Support\ParPortProp" subdirectory of the RomWBW distribution zip file.
