I'd recommend getting a high-resolution pictures of your board (both
front and back sides) and posting them here. Perhaps someone could
spot the problem.
Other than that check simple things first - make sure you have 5V on
ICs (and it is really 5V, or very close to it). Check your soldering.
Double check component orientation (ICs, diodes). Check that your
serial terminal is set to the correct baud rate (if I am not mistaken
38400 bps / 8 bit / no parity / 1 stop bit / no flow control). Check
the wiring of your serial cable. It should be a null-modem cable (RX/
TX swapped) if you're using your PC as a terminal.
Next it all depends on the diagnostic tools you have...
