Not sure I understand the question...

Download RomWBW.zip, unzip it, get the Source/n8vem.rom file, program
it to the EPROM using your programmer (I think that by default Willem
software displays *.bin files and doesn't display *.rom files, so you
have to select that extension from a drop down box in file open
dialog).
