It really depends on the cap. Generally you must check the data sheets. There will typically be a graph of effective capacitance verses applied voltage. At max voltage rating, many caps will de-rate as much as 50%. That's why most people use a +20% or +50% rule of thumb for voltage ratings. Also the higher the cap runs near max voltage, the shorter the MTBF.
