Hi Jason!  Thanks!  If you are looking to save some money, I would make a
shim socket and use the N8VEM SBC itself to program them.  There are cheap,
almost free, Flash ROMs available as PC scrap surplus.  

They can be used either directly in the N8VEM SBC ROM socket or with a shim
socket to map the pins from the chip to what the SBC is expecting.  In
theory, with some cuts and jumpers or even using the latch pins you can
program the Flash ROMs directly in circuit.  I have not done this myself but
I believe the capability is there if someone were to implement the Flash
programming algorithm.

The main issue with EEPROMs is they are more expensive than the EPROM
programmers.  A 128Kx8 EEPROM DIP-32 costs about $35 per chip.
