No ALT function on MSDOS 6.22 EDIT screen [message #10032]

Has anyone ever used MSDOS 6.22 EDIT command with VGA3 and SBC-188?
Invoking the menu with ALT key does not work.
However, using Norton Editor, the ALT key works there.
I know it's not the scancode/keyb BIOS INTs etc because
keyboard test runs fine, and it works in NE.
