Ok, built another board and that instantly worked, so voilĂ 
clearly a fault on the first board. I'll probably never find that fault, I'm over it Smile
Everything works great incl PPIDE but I can't get a floppy drive to work.
Some checking, guess I'll post about that in a separate thread.

Hi
if you've got a working board, I would try a one at a time chip swap between it and the non-working board. You may be able to narrow down a bad actor if you can get the problem to follow a part. It does have some SMD components so you can't do them all but you might get lucky and find the culprit

It was definitely the board. I checked most nets, busses etc and couldn't find.
Not to worry, I bought 3 boards, will build a 2nd working one Smile
