AEN only gets used during a DMA transfer, so unless there is such a transfer going on, you won't see it change. My understanding is that the use of DMA was pretty uncommon on the original 5150 PC/XT systems, even though the controller was there.

ALE is used to tell the card to latch it's address bus, so that will be used on pretty much any cycle.
